The Executive Summary illustrates a plan of and for East Cleveland, designed to leverage its strengths to improve the community for all residents, current and future. The document was created through a partnership between the City of East Cleveland, Case Western Reserve University, Cleveland Neighborhood Progress, and NOAH.

In the summer of 2019, Mayor King engaged the Maxine Goodman Levin College of Urban Affairs at Cleveland State University to lead a visioning project that engages citizens and stakeholders in identifying opportunities and recommendations for East Cleveland’s rejuvenation. This document summarizes the findings of the project.

This Action Plan is intended to implement recommendations from the 2015 Development Framework and Target Area Plan and the 2020 City of East Cleveland Vision Project.

The purpose of the Circle East District is to develop the residential and commercial districts at the East Cleveland western gateway to University Circle in order to expand East Cleveland’s property and income tax base, and act as the catalyst for further transformational redevelopment.
